On the afternoon of November 5, MCC held a video meeting on special work against arrears. The meeting conveyed the spirit of the Notice on Launching a Special Winter Campaign to Eradicate Arrears issued by the State Council, reported the arrears in engineering projects this year, and deployed a winter campaign against arrears that falls between November 8 and the Spring Festival of 2022 in the whole group. Zhang Mengxing, MCC President and Deputy Secretary of MCC Party Committee, attended the conference and delivered a speech. Bai Xiaohu, Member of the Standing Committee of the Party Committee of MCC and China MCC, and Vice President of China MCC, presided over the conference.
President Zhang Mengxing pointed out that eradicating arrears is not only an important job in relation to people's livelihood, but also a major political task entrusted by the CPC Central Committee. MCC should resolutely put General Secretary’s important instructions into place, further improve the political position, establish consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, keep confident in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership, always tension the string of eradicating arrears, constantly improve fulfillment and performance, improve the long-term working mechanism, detail work measures, prevent back pay cases, and safeguard the legitimate rights and interests of migrant workers and small and medium-sized private enterprises and social stability. He also put forward four requirements on the current arrears eradication work:
First, we should improve our political position and enhance our sense of responsibility, mission and urgency in the special work against arrears. Subsidiaries at all levels should quickly study, communicate and implement the important instructions of General Secretary Xi Jinping on eradicating arrears in relation to migrant workers, and implement the State Council special winter campaign to eradicate arrears and the spirit of the MCC video meeting on special work against arrears; combine with the group’s winter campaign to eradicate arrears to strictly implement real-name management of laborers, strengthen subcontracting management, resolutely eliminate “contracting but no management”, strengthen process control of projects from access threshold to performance assessment, and use an iron hand to reduce bid bonds and performance bonds. This is the most effective and fundamental approach to solving problems like arrears and petitions.
Second, we should establish a long-term mechanism to effectively grasp the risk prevention and control of the special work against arrears. Subsidiaries at all levels should substantially carry out special work against arrears, and earnestly organize staff to study and implement the Regulations on Guaranteeing Wage Payment for Migrant Workers and the Regulations on Guaranteeing Project Payment for SMEs issued by the State Council. We still have a lot to do about building a long-term mechanism for eradicating arrears and handling emergencies. There are still a lot of hidden dangers and risks about arrears. So we must always be alert to potential risks, make timely and regular efforts, and take hypernormal measures against potential risks. Practical and strict measures should be taken to finish related work earnestly, timely and effectively.
Third, we should strengthen our sense of responsibility to steadily upgrade our special work against arrears. Subsidiaries at all levels and their subordinate project departments shall, according to their respective duties, practice the principles of “the direct employers and managers shall take charge”, “the legal person shall govern projects” and “the general contractor shall take general responsibility”; effectively perform the duty of managers, and clarify and undertake responsibilities; establish hierarchical channels of legal rights maintenance about wage arrears and default of payment for projects, materials or equipment; actively accept government supervision, timely respond to social concerns, and prevent hotly debated emergency incidents; improve emergency response plans, clarify disposal measures and division of responsibilities, immediately report, investigate and deal with detected potential risks of wage arrears, and defend the baseline of "zero arrear".
Fourth, we should highlight assessment and form closed-loop management. MCC and its subsidiaries at all levels should further strengthen organization and leadership to improve the accountability system, adhere to zero tolerance and strict assessment to arrears, incorporate arrears eradication work into corporate assessment system and supervision content, clarify responsibilities both vertically and horizontally and make joint efforts, and strictly hold accountable people involved in serious arrear events due to non-performance of responsibility, poor work organization or “no management on outsourced projects”.
Finally, President Zhang Mengxing also put forward clear requirements on safety production and normal epidemic prevention and control at the end of the year.
Nearly 300 people attended the meeting, including heads of MCC Office, Planning and Finance Department, Fund Department, Human Resources Department, Law and Contract Management Department, Engineering Construction Management Department and all subsidiaries.
